Although technically a reauthorization of the Elementary and Secondary Education Act (ESEA) of 1965, NCLB marks a significant shift in federal education policy, creating an unprecedented level of federal involvement in education and a power grab of education policy from the states. As NCLB exemplifies the overall general change in the power relationship between the states and the national government, it provides an ideal vantage point from which to examine federalism in the United States."
