The paper explains that not all early modems were specifically made for Internet use. Early modems were slow, but advancements evolved at rapid speeds. "At this point, during the early 1980s, the Internet was not widely used. At the end of the decade, 2400 bps was still the modem standard, used for online bulletin board systems (BBS) and Internet use. European versions of the 2400 bps modem included the French-based Minitel. Throughout the 1980s, modem manufacturers used a method of data transfer that enabled either high-speed sending or receiving, depending on the needs of the users. Usually, "the high-speed line was set to 9600 bit/s, and the low-speed line to between 75 and 300 bit/s," ("Modem")."
