This paper designs evaluation methodologies and applies them to Goals 2000 and No Child Left Behind (NCLB), which are legislation which have a built-in system to analyze and manage their objectives. The results indicate that the goals in both reforms were appropriate, if provided with the correct support via funding from the federal and state levels of government. The paper found that educators in the field were sometimes achieving the objectives of Goals 2000 and NCLB.

" The NCLB requires annual proficiency testing for grades 3 through 8. These tests are state sanctioned and schools are required to meet their Annual Yearly Progress (AYP) goals ("No Child," 2004). If these goals are not met, corrective action may be taken. This corrective action can include a probationary period for the offending school or district ("No Child," 2004). This probationary period is designed to motivate the schools to improve. If a school falls below the proficiency standard for two consecutive years, parents are allowed to remove their children from this low performing school to a higher performing school within the same district. This school can be a charter school within the same district. The district shall then be responsible for the transportation of those children to the school of choice within that district ("No Child," 2004)."
