This paper explains that, since the events of September 11 2001, the world's sole remaining superpower the United States has been radically transformed by its response to terrorism. The author points out that, given the power and influence of the United States, its perceptions of a threat from Islamic terrorists has become a global preoccupation. The paper stresses that one of the most controversial elements of this popularly termed War on Terror has been the employment not only of military forces in distant countries but also the implementation of policies and legislation that, in the view of many, subvert the rights and freedoms, which were widely enjoyed in the period prior to 9/11.
