"According to The Defense Technical Information Center, a country like the United States makes use of certain instruments of national power in order to achieve national objectives or to protect national interests. When these efforts are not effective, the country may decide to engage in large-scale, sustained combat operations, which places the country in a state of war. The acronym MOOTW refers to ?military operations other than war,? and such actions generally ?focus on deterring war, resolving conflict, promoting peace, and supporting civil authorities in response to domestic crises. MOOTW may involve elements of both combat and noncombat operations in peacetime, conflict, and war situations. MOOTW involving combat, such as peace enforcement, may have many of the same characteristics of war, including active combat operations and employment of most combat capabilities?
