According to the paper, the South was confident that it would receive support from Great Britain when it seceded from the Union. The paper cites the great cotton industry as the way in which the South would garner the support of Britain. However, the paper shows how Britain ended its support with the growing unpopularity of slavery.

"The most important consuls in the States were the one in New York and the on in Charleston, South Carolina. The different roles required different skills. New York needed a man who was very business like and staunch while the one in Charleston needed to have a good personality and social skills. These men were two of the exceptions to the trade agreement described above, i.e. they were forbidden to engage in business activities to support their office and household. In compensation, they were paid more than the other consuls. These two men were of great important, both politically and financially. At the time of the Civil War, Edward Archibald was the New York consul and Robert Bunch was the consul appointed in Charleston. The Foreign Minister was Lord Lyons (Berwanger 9-10)."
