This paper focuses on Government to Citizen (G2C) transactions mainly in the US. These include citizens' services and digital democracy. The concept of electronic government is to provide services and information to citizens electronically, 24 hours a day, 7 days a week. As the demand for electronic services increases, governments are challenged to provide these services to citizens.
